Regulation is a fancy term for rules. "Rules and regulations" strikes me as repetitive and redundant. 'Regula' in Latin means rule. A rule is sometimes made by a ruler, who may be known in Latin as a 'regulus', meaning a petty king. Both 'reg-' and 'rex-' are Latin roots for king. Related words include reign, regnant, and royal.
